Regional Performance Measures

The Federal Highway Administration’s Transportation Performance Management (TPM) program established consistent national measures that are being used by all 52 State Departments of Transportation (DOTs) to track performance and make investment decisions. Required under MAP-21 (Section 1203), continued with FAST Act, BIL and now the Infrastructure Investment and Jobs Act (IIJA), requires “performance targets to demonstrate constant or improved performance.”
MPO Performance Measure targets required for the following:
PM1 – Safety Measures – Set in January 2025 (updated annually)
PM2 – Pavement/Bridge Performance – October 2026 (updated every 2-4 years)
PM3 – System Performance Measures – October 2026 (updated every 2-4 years)
Transit Asset Managment (TAM) – February 2025 (updated every 4 years)

Other Information:
MPOs establish their own set of quantifiable performance targets or MPOs adopt state performance targets (for the entire Commonwealth – no quantifiable targets required for region)
Targets must be incorporated into Certification Documents
